We hope this message finds you well.
We, a group of Afghan refugees with official admission to Germany, are facing an extreme emergency. Since early September 2025, Pakistani police have been carrying out mass arrests and deportations. More than 215 Afghan refugees with confirmed German admission have already been forcibly sent back to Afghanistan, where they face persecution, torture, and even death under Taliban rule.

Every hour of delay puts more women, children, human rights defenders, journalists, and former employees at risk. The situation is deteriorating rapidly and requires your immediate intervention.

Attached to this email is our full urgent appeal in Persian (Dari), English, and German. We kindly request your urgent action to:

• Stop arrests and deportations in Pakistan,
• Ensure the immediate relocation of Afghan refugees with German admission,
• And uphold international legal and humanitarian commitments.

To the Honorable Authorities of the Federal Republic of Germany, Human Rights
Organizations, and International Media;
With the utmost respect,
We, a group of Afghan refugees who hold official admission from the Government of Germany,
write this letter in a situation where our security, freedom, and human dignity in Pakistan are
under serious and immediate threat.
In recent months, Pakistani police have raided guesthouses and hotels, arresting hundreds of
Afghan refugees. Since 12 August 2025, more than 215 people — including many who had already
received official admission to Germany — have been forcibly deported to Afghanistan, despite
official announcements that deportations would not affect Afghan refugees with German
admission status. Deportation to Afghanistan, under Taliban control, exposes these individuals to
arbitrary detention, torture, persecution, and even death.
We are now living in conditions where every hour brings the risk of arrest and deportation for
us and our families. Women without guardians, children, human rights defenders, former judges,
prosecutors, lawyers, journalists, former employees of the German government, former Afghan
military personnel, and members of the LGBTQ+ community are all directly threatened by the
Taliban. Our children have been deprived of education, our families live in constant fear, and we
see no clear future ahead.
This grave situation is not only a humanitarian tragedy but also a clear violation of
international obligations, including:
• The 1951 Geneva Convention and the 1967 Protocol
• The fundamental principle of Non-Refoulement
• The International Covenant on Civil and Political Rights (ICCPR)
• The Convention on the Elimination of All Forms of Discrimination Against Women
(CEDAW)
• The Convention Against Torture (CAT)
Given the urgent and critical situation, we respectfully and urgently request the Government of
the Federal Republic of Germany and international human rights organizations to:

1. Immediately engage in dialogue with the Pakistani authorities to stop arrests and
   forced deportations and to ensure temporary protection for refugees until their transfer.
2. Ensure the immediate and safe relocation of all Afghan refugees with German
   admission from Pakistan to Germany.3. Accelerate all administrative and operational procedures for visas and flights, as any
   further delay may cost innocent lives.
3. Investigate the situation of the 215 people already deported to Afghanistan and make
   every effort to reinstate them under international protection.
4. Dispatch official German representatives or international monitors to refugee
   accommodations in Pakistan to assess and supervise the dire conditions.
   Final Words:
   We are trapped between two hells — Afghanistan, which has become a deadly prison under
   Taliban rule, and Pakistan, which is no longer a safe haven. Every passing hour of delay in
   protection and relocation equals the loss of innocent lives: women, men, and children.
   We implore you, based on your legal, moral, and humanitarian responsibilities, to act before
   it is too late. Our only hope rests in your immediate support and action.
